democrats want to avoid big cuts to social programs. they want to get rid of tax breaks for wealthier americans. there's no reason to expect that one side or the other is going to say you know what? you're right. let's do it your way. that won't happen. and to complicate matters furtherer, there's now a growing group of senate and house republican kwhos say their vote to increase the debt ceiling would be contingent on caps on federal spending and the passage of a constitutional amendment requiring a balanced budget every year. that may sound good, but it would be an uphill slog, amending the constitution, you need a two-thirds majority vote in both houses of congress. that means they would still need 20 votes from democrats. and even if it passed congress, the measure then has to be ratified by three fourths of the state legislatures. that could take a long time. the senate and house versions of this proposed legislation require a balanced budget, beginning in 2018. both also mandate how it must be done. federal spending would be cappe
